The cancellation of two administrative approval items, including "Environmental Impact Assessment Institution Qualification" and "Environmental Protection Completion Acceptance", has been approved by the State Council Executive Committee and will be implemented after relevant legal amendments.

We have delegated the approval authority for environmental impact assessments for 57 construction projects, including thermal power, oil and gas field development, steel, non-ferrous metals, and shipbuilding. Thirteen types of projects have been downgraded from preparing environmental impact reports to preparing report forms ｏｒ filling out registration forms. For projects with minimal environmental impact that only need to be filled out in accordance with the law, they will be reviewed and corrected to informative filing.

Strengthen the supervision of administrative and enterprise related fees, cancel five administrative fees including nuclear safety technology review fees, urban radioactive waste storage fees, environmental monitoring service fees, import waste environmental protection review registration fees, and chemical import registration fees; Key approval matters related to significant ecological and environmental safety and affecting the health of the people must not be released, but must be strictly approved.

Actively promote the conversion of pollution discharge fees into environmental taxes.
